Description
This position is a management-level professional responsible for supporting the Director of Human Resources and Risk Management in administering, coordinating, and delivering the City's human resources programs and services. The Human Resources Manager assists in planning, implementing, and overseeing human resources functions, including recruitment and retention, classification and compensation, benefits administration, employee relations, leave administration, policy implementation, training and development, performance management, wellness initiatives, records management, compliance, and HRIS administration. This position serves as an advisor to supervisors and employees on personnel matters and assists in ensuring compliance with applicable federal, state, and local employment laws and City policies. The Human Resources Manager exercises independent judgment to advance strategic departmental goals and foster a positive and productive workplace culture. This position reports directly to the Director of Human Resources and Risk Management. The Human Resources Manager supervises the Human Resources Generalist, Human Resources Coordinator, and Human Resources Assistant.
Requirements
Class Characteristics: This is an exempt-level management classification responsible for overseeing daily human resources operations, supervising human resources staff, and supporting the strategic objectives established by the Director of Human Resources and Risk Management.
Major Duties: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below:
- Assists the Director of Human Resources and Risk Management in administering all human resources programs and initiatives.
- Supervises, directs, evaluates, and supports the work of the Human Resources Generalist, Human Resources Coordinator, and Human Resources Assistant.
- Provides leadership, coaching, training, and performance feedback to assigned staff.
- Coordinates recruitment, selection, and onboarding activities to attract and retain qualified employees.
- Oversees employee orientation programs and ensures successful integration of new employees into the organization.
- Administers employee benefits programs, including health, dental, vision, life insurance, retirement plans, and voluntary benefits.
- Coordinates open enrollment activities and serves as a liaison between employees and benefits vendors.
- Reviews benefit invoices and statements to ensure accuracy and proper deductions.
- Assists with administration of the City's leave programs, including FMLA, ADA accommodations, military leave, workers' compensation, and other protected leave programs.
- Supports employee relations activities by responding to employee concerns, facilitating conflict resolution, and promoting positive workplace relationships.
- Assists in conducting workplace investigations and preparing documentation and recommendations.
- Assists with the development, implementation, communication, and maintenance of personnel policies and procedures.
- Coordinates employee performance evaluation processes and supports managers in performance management activities.
- Assists departments with classification, compensation, and salary administration matters.
- Conducts compensation and benefits research, salary surveys, and benchmarking studies.
- Maintains personnel records and ensures compliance with records retention requirements and confidentiality standards.
- Oversee the accuracy and integrity of HRIS data and employee records.
- Prepares reports, analyses, workforce metrics, and statistical information for management decision-making.
- Coordinates employee training, leadership development, succession planning, and wellness programs.
- Assists in workforce planning and organizational development initiatives.
- Coordinates professional development opportunities and employee engagement activities.
- Assists with the administration of workers' compensation claims and return-to-work programs.
- Supports risk management initiatives and collaborates with departments to identify and address workplace concerns.
- Assists with the administration of COBRA and other employee benefit continuation programs.
- Coordinates with the HR Director on matters related to the City's Pension Committee as assigned.
- Responds to employment verification requests, unemployment claims, audits, and personnel inquiries.
- Participates in special projects and organizational initiatives as assigned.
- Performs other related duties as required.
